Your obligations under these policies are in addition to your obligations in the agreements you have with us. Any rights or remedies we have under such agreements are not limited by our enforcement of this policy. These Match2One* Policies for Buying are effective from 2 September 2024. *
Category | Description |
Hate speech | Content that depicts, contains, or provides access to hate speech. Hate speech includes any gesture, conduct, writing, or display, including but not limited to anything that is intended to incite violence, intimidation, or a discriminatory response against a protected individual or group. The law may identify a protected individual or a protected group by race, gender, nationality, ethnicity, religion, sexual orientation or other characteristics. |
Adult content | Content that depicts, contains, or provides access to pornography, nudity, obscenity, and other ”adult” content, including but not limited to sites promoting sex toys or pornography actors, actresses, and their brand; dating sites with clear intent for sexual encounters, and sexually suggestive references or poses. For additional guidance on nudity, refer to Media Formats ad policy. |
Malware | Content that contains, installs, links to, or prompts the download of any malware.
Customers must have reasonable procedures to prevent malware. |
Piracy | Copyright and intellectual property violations include content that Match2One* reasonably believes: uses Match2One* services to infringe upon the copyright, trademark, or other intellectual property rights of anyone, including domain name; or contains hosted content that is clearly and predominantly material that is likely to infringe or misappropriate a copyright, trademark, trade secret or patent of another party; or clearly induces infringement or misappropriation of a copyright, trademark, trade secret or patent of another party. Weapons | Content featuring the sale of or instructions to create bombs, guns, ammunition, or other weapons, as well as content for concealed weapons permits. |
Violence | Content that depicts, contains, or provides access to violent content. Content for video games, TV shows or movies may depict limited violence in compliance with market entertainment media guidelines. |
CBD | Content for cannabidiol (CBD) products, whether topical or ingestible. |
Cryptocurrency | Content featuring cryptocurrency wallets, initial coin offerings, exchanges, or any other cryptocurrency-related products. |
Defamation | Content that depicts, contains, or provides access to defamatory content. |
Illegal drugs | Content that facilitates the sale of drugs or use of illegal drugs or drug paraphernalia. |
Political Advertising | Political advertising is not allowed. This includes election-related content, fundraising for political candidates, hot button political issue ads, and advertising that exploits a political agenda or sensitive political issues. |
Tobacco and vape products | Content for sale or use of cigarettes, cigars, smokeless tobacco, cigarette papers, blunt wraps, or any other preparation of tobacco or nicotine, Content for electronic cigarettes or vape products, including the cartridges and liquid solutions that are used in such devices, even those containing no nicotine, is not allowed even if marketed as a smoking cessation product. Content is allowed for products and services that are clearly intended for smoking cessation if they are not consumed or used in the same way as the tobacco/nicotine product they are replacing. |
Auto-downloads | Content that depicts, contains, or provides access toany files that execute or download without intentional user interaction or consent. |
Auto-redirect | Content that automatically redirects to other sites or apps. |
Information Integrity and Misleading Content | Content that is misleading, deceptive, or harmful, or content that otherwise threatens public or personal safety, physical, mental, or financial health, or content whose primary purpose is to create controversy. Examples include, without limitations: Unsubstantiated claims; fraudulentfree offers or pricing claims; sensationalized text or images; content that isn’t related to the product/service being promoted; misrepresentations; unauthorized promotion of third-party products and services; information influence operations, foreign interference, false or misleading content that may cause public harm, or other similar behaviors (”disinformation”). |
Government forms or services | Content that depicts, contains, or provides access to offers that charge for government forms or services that are available for a lesser charge or free from the government. |
Illegal | Content Match2One* reasonably believes is likely to be in violation of any applicable law, regulation, or court order. |
Morally reprehensible | Content that Match2One* reasonably deems to be (a) morally reprehensible or patently offensive, and (b) without redeeming social value. This includes but is not limited to: offensive or obscene graphics or language that facilitates, promotes, or uses offensive, distasteful, vulgar, gross, inappropriate language, profanity, or applies scare tactics, contains scary, threatening or sexually suggestive text, images, or situations (includes cartoons or animations). |
Flash Cookies and other LSOs | Do not use LSO’s including flash cookies, browser helper objects, and HTML5 localStorage. Ad creatives hosted by or trafficked through the Match2One Platform may not set Flash cookies or other local shared objects (LSO’s) for purposes of online behavioral advertising, ad delivery and reporting, or multi-site advertising. Prohibited uses include, but are not limited to, storing user ID’s, interest segments, user browsing history, or other unique user data. |
Deceptive Content, Fake Errors and Warnings | Content that displays fake errors or warnings to induce user action, including but not limited to, elements that resemble chat apps, system dialogs, warnings about viruses, missing codecs, corrupt disks, or other notifications that lead to a landing page when clicked. This also includes content for products or services that allow a user to deceive others. |
Inadequate privacy notice or consent | Content that does not provide notice and information or does not obtain necessary user consent for data collection and use or for material functionality of a site or software through which ads are delivered, or through which data are collected for subsequent use, in each case in accordance with applicable law. |
Interferes with navigation | Content that causes interference with user navigation (e.g. preventing a user from leaving a page, by popping dialogs, pop-ups, new windows, etc.). |
Interferes with other ads | Content that obscures, replaces, modifies, or otherwise interferes with another party’s ads or ad inventory. |
Unusual CTR | Content with an unusually high click through rate, or content that automatically generates clicks on ad units. |

Gambling | Match2One* allows gambling content, but with geographic and other restrictions. In general, Buyers are responsible for ensuring compliance with all applicable regulations. |

Interfere with the page | Ad creatives that display outside the designated space for the ad unit, e.g. in floating layers, are not permitted. |
Lack functioning click or conversion tracking on CPC or CPA campaigns | All creatives purchasing on a CPC or CPA must have properly functioning click or conversion tracking, respectively. |
Illegal or harmful | Content or practices not otherwise addressed in these policies that may violate any law, rule, or regulation, or may otherwise be harmful to Match2One* or a third party. |
Direct or indirect transactions involving Russia and Belarus | All ad transactions, directly or indirectly, involving Russia and Belarus are suspended. |

All clients are responsible for adhering to applicable privacy laws and self regulatory codes in their use of the Match2One Platform. In some cases, the Match2One Platform provides features that clients may find useful in furtherance of their own compliance.
Notice | Buyers must take steps to ensure that consumers are notified about the data collection and use practices taking place in association with their advertising, including by disclosing such practices to end users in Buyers’ and Buyers’ clients’ websites. Exactly how and where such disclosures are provided will depend on the particular context. Consistent with self-regulatory requirements in the US and elsewhere, buyers that engage in behavioral advertising should use the Ad Choices icon in their ad creatives. Match2One* does not provide a license for use of the icon, which must be licensed directly via the DAA or local equivalent. Notice to consumers should include the following information where required by applicable data protection laws and self-regulatory requirements: A statement that data may be collected for advertising purposes; A description of the types of parties that may be collecting or using data, including intermediary ad technology companies, and advertisers;In the European Economic Area and Switzerland (”EEA”), a list of each recipient of personal data; A description of the types of data, including any PII (but see PII below), personal data (as defined under applicable law), precise location data, or other data, that are collected for advertising purposes; An explanation of how, and for what purposes, the data collected may be used, including for delivering ads across sites or apps, and across devices, over time; and A conspicuous link to or description of how to access a relevant choice mechanism, including, as applicable (also see ”Choice and Consent”): The NAI opt out page: http://www.networkadvertising.org/choices/, The DAA opt out page: http://www.aboutads.info/choices/, Your Online Choices: http://youronlinechoices.com/ |
Choice and Consent | Buyers must take steps to ensure appropriate consent for their data collection and use on the platform, including on sites on which their ads are served, cookie usage, as applicable, that results from their buying of inventory on the Match2OnePlatform, or otherwise from their use of Match2One Ad Services, and with respect to any other data (first- or third-party) that they use on or in connection with the Services, which includes, but is not limited to, choice regarding the processing of personal data for ”sales”, ”sharing”, and ”targeted advertising”, as applicable. Match2One* supports the IAB Tech Lab’s U.S. Privacy String, IAB Tech Lab’s Global Privacy Platform (GPP), inclusive of state-specific privacy strings, and IAB Europe Transparency and Consent Framework, which collectively make up the supported industry protocols for user choice and consent (the ”Industry Protocol”). In order for users to approve a Buyer to receive EEA end user personal data (as defined by applicable law) in impression-level data from Match2One* (e.g., in bid request data or in log-level data), the Buyer must register as a vendor under the TCF’s Global Vendor List (the ”Global Vendor List”). Additionally, for Clients that implement TCF, they must add all purposes for which both Microsoft Advertising (vendor ID 1126) and Xandr, Inc (vendor ID 32) engage in, as stated in the Global Vendor List. If the Buyer is not registered for the Global Vendor List, personal data sent to them will be truncated or hashed, as applicable. Clients receiving truncated or hashed personal data are prohibited from re-identifying or attempting to re identify such personal data. |
Personally Identifiable Information (PII) | Match2One* prohibits the processing or transmission of personally identifiable information (PII) on the Match2One Platform. Buyers are prohibited from uploading PII to the Match2One Platform or otherwise causing Match2One* to process PII. All PII must be encrypted via one-way hash prior to upload to the Match2One Platform. Further, clients must not associate with any Match2One* resource, e.g. ID, pixel, or domain, any data that, by itself, directly identifies an individual, such as name, address, phone number, email address, or government identifier. |
Sensitive information | Sensitive personal data may not be used to profile or target ads to end users 1) in violation of applicable laws, regulations, or this policy, or 2) without consent where required by applicable law or regulation. Further, Match2One* prohibits the following types of sensitive personal data, whether known or inferred, from being used for any profiling or ad targeting purposes globally across the Match2One Platform; precise location data that reveals Sensitive Personal Data or relates to end users in Washington state; racial or ethnic origin; religious beliefs; known past, present or future mental or physical health status (including but not limited to protected health information under the U.S. Health Insurance Portability and Accountability Act and Washington state consumer health data); sex life; sexual orientation; transgender or nonbinary identification; political opinions; citizenship or immigration status; genetic data; processing of biometric data for the purposes of uniquely identifying an individual; government identifiers; government officials or members of the military; trade union membership; status as a victim of a crime; and/or Personal Data collected from a known child. |
Children | Clients may not, on or in connection with the Match2One* services, use personal data, including in segments, that relates to or attempts to profile or target advertising to individuals under the age of 18. Additionally, Match2One* does not allow Buyers to use behavioral targeting based on prior visits to child-directed inventory or to collect or use unique identifiers in association with ads served on child-directed inventory. Self-regulation | Buyers should ensure that their campaigns are consistent with applicable self-regulatory codes (e.g., the DAA Principles for OBA, the EDAA OBA Framework in the EU, or other relevant program). |

These Match2One* Policies for Buying are effective from 2 September 2024 *
All clients are responsible for compliance with any applicable export controls and economic sanctions programs, including those administered by the U.S. Department of Commerce’s Bureau of Industry and Security, the U.S. State Department’s Directorate of Defense Trade Controls, the U.S. Treasury Department’s Office of Foreign Assets Control (”OFAC”), and the U.S. State Department’s Office of Economic Sanctions Policy and Implementation, as follows:
Export Controls Compliance | The client shall comply with all applicable export controls laws and regulations of the U.S. Government, including not exporting (from theUnited States), reexporting (from a third country), or transferring (between two parties in the same third country) goods, software, technology, or technical data subject to U.S. jurisdiction unless authorized by relevant laws and regulations or an export license. |
Restrictions on Dealing with Sanctioned Individuals, Entities, and Countries | The Match2One Platform isn’t permitted for use by clients located, organized, or ordinarily resident in countries or territories that are subject to comprehensive sanctions, including the Crimea region and Covered Regions of Ukraine, Cuba, Iran, North Korea and Syria (such countries or territories, the ”Embargoed Regions”) or are subject to sanctions. If a client is based in a location that has become subject to sanctions or OFAC sanctions, or the client is directly or indirectly owned or controlled by any person that is subject to sanctions, such client’s account may be immediately suspended or terminated. We will notify you by e-mail if we suspend or terminate your account, but no grace periods or exceptions are possible. Even if a client is not based in an Embargoed Region or not subject to sanctions, the Match2One Ad Services or Platform cannot be used by a client on behalf of partners or clients based in any of the Embargoed Regions or who are subject to sanctions, or for any activities that violate sanctions. |
Account Access within Embargoed Regions | Even if a client is not ordinarily based in an Embargoed Region, users may not be able to sign in to their accounts when physically present in an Embargoed Region. |
Geo Targeting | The Match2One Platform cannot be used to run ad campaigns that specifically and primarily target the Embargoed Regions. |
These Match2One* Policies for Buying are effective from 2 September 2024 *
In connection with the Match2One Advertising Services, buyers may be able to access and use certain data provided by, from, or related to Match2One*, which Match2One* has independently obtained, collected, or curated. A buyer (and any third party acting on its behalf) is prohibited from using such Match2One* data to do any of the following:
Segment, re-target, create, supplement or amend user or inventory profiles, interest categories, or syndication or other distribution to third parties; or Misappropriate, reverse engineer, decompile, disassemble, reproduce, steal, modify, damage, translate, enhance or create derivative works of any Match2One* data.
In addition to Match2One’s* content policies, certain sellers have additional policies that apply to buyers of those sellers’ inventory and certain data providers have additional policies that apply to buyers of those data providers’ data. Match2One* clients wishing to purchase such inventory or data are responsible for understanding and adhering to any such additional policies. These links to third-party policy documents are offered below as a convenience. However, these links are not guaranteed by Match2One* to be up to date or all inclusive. Other policies may apply.

Buyers may not:
Target any ad unit to Comcast Effectv video inventory in a manner that violates any applicable law, rule or regulation; Target any ad unit to Comcast Effectv video inventory based on sensitive information; Reverse engineer data received or collected via Comcast Effectv video inventory advertising transactions in an attempt to identify a user; Use Match2One Ad Services to create segments for targeting purposes based on the fact that a user is a Comcast customer or otherwise utilizes Comcast’s products or services; or Use user-level identifiers (e.g., IP addresses, cookie IDs, device IDs, etc.) received or collected via Comcast Effectv video inventory advertising transactions for the purposes of Cross-Device Linking (as defined in the 2020 NAI Code of Conduct), except in connection with the purchase and sale of such inventory through the Match2One Ad Services.
Buyers may transfer, share and/or disclose data received or collected via Comcast Effectv video inventory advertising transactions to third parties only in compliance with (i) this Comcast Effectv Inventory Policy and (ii) their applicable agreement(s) with Match2One*.
Buyer agrees to the following terms (as the same may be updated from time to time) with respect to its purchase of Netflix advertising inventory through Match2One Ad Services:

If, in connection with the use of a third-party header bidding service/wrapper (e.g., Amazon’s Transparent Auction Marketplace), the third-party provider charges a fee(s) for use of such service/wrapper, then Match2One* may pass through such fee(s) to you as a bid reduction(s).
These Match2One* Policies for Buying are effective from 2 September 2024 *
Match2One* prohibits the use of its services to profile or target advertising to children under the age of 18. Additionally, sellers must not send personal information to Match2One* where the seller is, or should be, aware that the user is a child, unless and solely to the extent such personal information is flagged as child data using such mechanisms and flags that Match2One* may provide in its sole discretion and in accordance with Match2One’s* guidelines for use of such flag.
Further, Match2One* regulates the collection and use of personal data from child-directed sites as follows:
Only contextual ads may be served on sites identified as child-directed on the Match2One* platform. Targeted ads may not be delivered to any user visiting a child-directed site or digital property. In connection with your use of the Match2One Platform, you may not: Associate any behavioral or interest-based information about an impression from a child-directed site or digital property with a user or unique identifier. Create segments specifically targeting children. Collect or use personal identifiers or other personal information, e.g. cookie IDs, IP addresses, device IDs, or precise geolocation information, related to impressions on child-directed sites or digital properties.
Match2One*, in the course of its standard inventory auditing process (i.e., for sites submitted for Match2One* audit), will use reasonable procedures designed to identify and categorize Child Sites. Match2One* provides configuration parameters for sellers to self-identify Child Sites.
These Match2One* Policies for Buying are effective from 2 September 2024*
Customers of the Match2One Platform must make every reasonable effort to prevent malvertising and invalid traffic.
Customers may not generate clicks, queries, impressions or conversions by any misleading, deceptive, automated, fraudulent, or other invalid means, including the purchase of fraudulent or automated traffic, the manipulation of a user’s intended action, or the acquisition of the traffic using malware. Customers may not use repeated manual clicks, robots or other automated impression or query tools.
Although customers are responsible to ensure their own policies and procedures are sufficient, Match2One* may at any time – including as a pre-requisite to any campaign – review a customer’s policies and procedures and make recommendations to strengthen them. If Match2One’s* recommendations are not reasonably evaluated and implemented, or if at any time Match2One* finds a customer’s policies or procedures are lacking, an account may be paused until the customer makes improvements.
Immediate deactivation for investigation: Any creative, landing page, domain, or other resource we identify as a malware threat, or a source of malware will be deactivated immediately. Match2One* may also deactivate or block any additional resources, including a campaign, or a customer’s entire account, for purposes of preventing malvertising or investigating the incident. We reserve the ability to remove traffic at any time for policy or invalid traffic violations.

Match2One* is committed to maintaining a high standard of quality across our platform.
Match2One* may take any action to enforce policies | Match2One* may, in its discretion, take any action to protect the health and safety of our platform, our customers, and end users. This includes that Match2One* may disable, block, or otherwise ban, any content,and in some cases suspend or terminate member accounts, to address content or practices it reasonably believes do not conform with its Service Policies. |
Customers must have policies and procedures | Customers of Match2One must have policies and procedures in place to ensure compliance. While individual efforts may vary depending on the circumstances, all members are responsible for actively monitoring and policing any inventory that they make available for sale and must promptly respond to any violations. Match2One* may review a member’s policies and procedures, and request improvements, including as a requirement to sell through the platform. |
Withholding payment for violations | Match2One* generally reserves the right to withhold payment to sellers for any inventory sold on our platform that violates our Service Policies. |
While, as stated above, Match2One* reserves the right to take any action to enforce the Service Policies, Match2One* may consider the following:
Whether the member has reasonable policies and procedures in place. Whether the member’s existing policies and procedures were followed. Whether and how the member has implemented prior recommendations from Match2One*.
The degree to which the incident was preventable or purposeful. The severity of the incident.
